It is because that is the time, especially during business hours, when folks can check their social media. It is the time just before or just after a "meeting", which are generally scheduled at the top of hours.
Example:
Meeting is scheduled from 1-2 pm. Meeting lets out slightly early at 1:57 pm, and attendees check Twitter on the way back to their desk. Meeting goes a little long, and that dip into social media occurs at 2:03 pm.
And scheduling your tweets and posts are easy. Many social media applications (apps) let you schedule exactly what time of day you want a particular status update to go out to the world.
